ManTech Operational Test Director in Washington, District Of Columbia

Currently, ManTech is seeking a motivated, career and customer-oriented Operational Test Director to join our team in the Washington, D.C. This position is fully remote.

Responsibilities include but are not limited to:

  • Leads the development and execution of Operational Evaluation Framework, Operational Test & valuation (OT&E) Plans, OT&E execution, and OT&E Analysis and Reporting activities.

  • Supports and performs assessments of T&E artifacts, such as the T&E Master Plan (TEMP), Developmental Test and Evaluation Plans, Operational Test and Evaluation Plans, Operational Requirements Documents, Mission Needs Statements, Cyber Resilience Test Plans; and assist with Letters of Assessment, and T&E guidelines.

  • Primary member of the T&E Working Integrated Process Team (WIPT).

  • Chairs the operational Test Planning Working Group (TPWG) and establishes other working groups (WGs) as needed.

  • Develops and manages the costs, schedule, and performance of the OT&E program.

  • Coordinates and synchronizes Operational Test Authority activities and events with the T&E Manager and other program and external stakeholders.

  • Keeps the Government leadership informed of OT&E program status and challenges.

  • Participates in the T&E strategy brief to DHS DOT&E.

  • Coordinates OT&E status, strategies, plans, briefs, and reports with other team members.

  • Presents operational Test Concept Briefs to DHS DOT&E.

  • Manages, plans, and executes Operational Test Readiness Reviews (OTRRs).

Basic Qualifications:

  • A master’s degree in engineering, science, information technology, or a technical management discipline

  • A minimum of (10) ten years of related experience

  • In-depth knowledge and understanding of Federal systems acquisition and test and evaluation practices.

Preferred Qualifications:

  • Advanced degree in Engineering, Science, Information Technology, or technical management-related discipline

  • Border security and/or sensor systems T&E experience

  • Advanced skills in Microsoft Office Suite, Project, and/or SharePoint

  • A trained/certified to the DHS T&E Certification Level II equivalency -AND- certified/ willing to complete the DHS Operational Test Director (OTD) Training Course.

Clearance Requirements:

  • Must be a U.S. citizen

  • Must be able to obtain and maintain DHS suitability

Physical Requirements:

  • Must be able to remain in a stationary position 50%

  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.

  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
