ManTech Strategic Business Analyst in Springfield, Virginia

Currently, ManTech is seeking a motivated, career and customer-oriented Strategic Business Analyst to join our team in the Springfield, Virginia.

The Office of Expeditionary Operations requires assistance in developing a strategic approach towards the refinement of their deployer operations processes to increase deployment feedback and improve operations, support knowledge management, and develop a mechanism for assessing deployment requirements. The Expeditionary Operations Strategic Development and Integration team is seeking individuals to provide performance management services and strategic business analysis aimed at improving organizational performance.

Requirements include, but are not limited to:

Develop a rubric for assessing deployment requirements by:

  • Creating/maintaining/updating a framework that will assess customer requirements for deployed GEOINT technology and logistics support; measure existing capabilities against requirements; and understand the delta in capabilities to shape capability planning.

  • Utilizing deployer experiences to capture relevant data about customer mission and preferences to inform the customer’s “differentiated” value.

  • Creating/marinating/updating a framework that will assess customer requirements for deployed GEOINT support; measure potential deployer’s skill sets against requirement; and understand the delta in skill sets to drive future training requirements.

  • Developing/maintaining/updating research methods that will assist DOE in properly identifying the skills, knowledge, and abilities required for deployed positions to provide a more tailored pre-deployment approach (training methods and materials), as well as an analytical approach towards matching staff (deployers) to customer requirements, as well as shaping technical and logistical capabilities to meet future missions.

Support DOE’s knowledge management by:

  • Supporting the development and management of a knowledge portal that facilitates collaboration and information sharing across the agency and amongst deployers and their respective global organizations.

  • Developing a platform to collect mission and customer examples which will be used to feed the ODNI Weekly Activity Report (WAR) process and DOE’s Combat Operations Support Team (COST) briefing schedule.

Shall use best practices of both qualitative and quantitative analysis, including statistical analysis, to improve deployer operations by:

  • Reviewing previously collected data to prepare it for normalizing to perform data analysis.

  • Identify meaningful elements of the data which will be used to better structure data in future collections.

  • Capturing the essence of the data collected and developing it into report formats that “tells the story” for use by DOE leadership.

  • Identifying elements of the data that supports improvement to expeditionary operations support.

  • Identifying and building data trends that can be refreshed as new data is added to the current collection.

  • Developing customer metrics that support Customer Experience Satisfaction to improve operations.

Identifying information elements for collection that include the following:

  • Who are the customers?

  • What types of support or products are most wanted?

  • What are the difficulties in obtaining or using the agency’s products?

  • How was the product used?

  • How many requests for products were initiated?

  • What types of new products should the agency be reviewing for development?

Review and update the DOE requirement scoring model(s) and prioritization framework based on strategic and COCOM guidance to reflect a shift towards Great Power Competition (GPC). This will allow the office to make decisions and recommendations on how best to apply our limited resources.

Assist DOE in understanding and visualizing their data. Assist in extracting/transforming/loading of tabular and otherwise structured data for visualization. A specific focus should be on the ability to create a spatially enabled visualization dashboard showing assets, location of equipment, location of deployed personnel, cargo in shipment, supplies on order, etc.

Provide strategic focused “offsite” support and facilitation to the DOE office, as requested.

Provide After Action Review (AAR) support and facilitation to DOE offices, as requested.

MINIMUM REQUIREMENTS:

  • 11+ years of relevant experience. Experience may be broad-based crossing multiple markets and may also include relevant certifications and knowledge of applicable tools, methodologies, or best practices

  • Bachelor’s Degree or 4 additional years within a related field

  • Familiarity with the DoD and IC relationships and operations

  • Must be able to effectively brief/communicate with senior personnel within the DoD and IC

  • Experience Tableau or similar applications

  • Experience supporting an office environment with senior leadership personnel serving in the grades of SES/DISL or at the Flag Officer level

  • Experience organizing, planning, coordinating, and managing strategic plans

  • Proficient in MS Office and desktop publishing tools.

PREFERRED SKILLS:

  • The Candidate should possess an understanding of DoD and deployed environment

CLEARANCE REQUIREMENTS:

  • Active TS/SCI with the ability to obtain and maintain a Poly

PHYSICAL REQUIREMENTS:

  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

  • Must be able to remain in a stationary position 50%

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
