ManTech is seeking a motivated, career and customer-oriented Scrum Master to support a pivotal Defense Health Agency (DHA) program within our Health Portfolio. This role serves as a senior member of the Scaled Agile Framework (SAFe) team reporting to the LogiCole Project Manager.

The program is based in Fort Detrick, Maryland. This position is on-site three days per week, but expanded telework options are available for exceptional candidates on a case-by-case basis.

Responsibilities include but are not limited to:

  • Facilitates for one or more agile development teams within the SAFe framework.

  • Leads the organization and change agent for Lean-Agile techniques, processes, and principles.

  • Helps other team members communicate, coordinate, and cooperate; with the goal of assisting the team meet their Iteration Objectives.

  • Supports and reinforces the team rules.

  • Facilitates the team’s progress toward team goals. Continuously engaged in challenging the team to improve performance, quality, predictability, and velocity.

  • Leads team efforts in relentless improvement – Helps the team improve and take responsibility for their actions. Facilitates the team retrospective. Teaches problem-solving techniques and helps the team become better problem-solvers for themselves (becoming self-organized).

  • Facilitates meetings – Facilitates all team meetings, including (where applicable) the Daily Stand-up, Iteration Planning, Iteration Review, and Iteration Retrospective.

  • Supports the Product Owners and Business Analysts – The Scrum Master helps the Product Owner and/or Business Analysts in their efforts to manage the backlog and guide the team while facilitating a healthy team dynamic with respect to priorities and scope.

  • Eliminates impediments – Many blocking issues will be beyond the team’s authority or may require support from other teams. The Scrum Master actively addresses these issues so that the team can remain focused on achieving the objectives of the Iteration.

  • Protects and communicates – Communicates with management and outside stakeholders; helps protect the team from uncontrolled expansion of work.

  • Facilitates preparation and readiness for ART events – Assists the team in preparation for ART activities, including PI Planning, System Demos, and the Inspect and Adapt.

Minimum Qualifications:

  • SAFe® Scrum Master Certification or equivalent.

  • 2 years of Jira / Confluence Atlassian Experience - (Configuration and/or reporting experience, particularly in developing dashboards/reports for related metrics).

  • Exceptional interpersonal, problem-solving, and trade-off analysis skills – particularly cross-team coordination where a quality issue is related to multiple sub-systems, teams, or processes.

  • Bachelor’s Degree in computer science or IT related field / or 4 years of related experience.

  • Experience with leading teams across functions.

  • Experience with large scale PI planning events.

  • Experience with Coaching in Agile Environments.

  • Ability to continuously provide process improvement to a wide range of stake holders.

  • Ability to solve a range of problems both independently and in a team setting.

Preferred Qualifications:

  • Knowledge of the Defense Medical Logistics – Enterprise Solution (DML-ES).

  • Knowledge of the technical refresh of the Defense Medical Logistics Standard Support (DMLSS) System to the LogiCole application.

  • 1+ years of experience supporting complex software development projects, particularly modernization or migration efforts shifting from legacy systems (Powerbuilder, Oracle, or similar) to cloud-based platforms (AWS, Java Microservices, or similar) – and dealing with metrics related to performance, transition, code quality, and team velocity.

Clearance Requirement:

  • Must be a US Citizen and eligible to obtain Public Trust Suitability. Will be subject to a Tier 3 investigation for CAC eligibility only.

Physical Requirements:

  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations; must be able to exchange accurate information in these situations.

  • The person in this position will need to be able to operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.

The projected compensation range for this position is $99,200-$164,600. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
